General Information:

Any vendor interested in submitting a proposal for services must:

·         submit a proposal for only services requested on a form 470

·         proposal pricing must include specific descriptions of requested services on Longview ISD posted form 470

·         proposal pricing must include all relevant taxes, fees and installation charges

·         proposals should be specific to each address location

·         Proposals should be submitted no later than March 17, 2022 end of business day.

·         Proposals that do not meet the above requirements may not be evaluated

Acceptance of any proposal is contingent on Erate funding


Vendor Requirements (Category 1):

·         Vendors must maintain a service office within 200 miles of Longview ISD

·         LISD is under contract and is not currently seeking any new Category 1 services.


Vendor Requirements (Category 2):

·         All bidders must be a member in good standing of one of the following purchasing cooperatives or any other purchasing cooperative already approved by Longview ISD’s board for all goods and services that may be quoted: TX DIR, TCPN, TIPS/TAPS, Buyboard, TEXAN, or GSA

·         Vendors must schedule a site visit to ensure understanding of and requirements for all projects before bidding

·         Vendors must maintain a service office within 200 miles of Longview ISD

·         Vendors must be certified/approved by the hardware manufacturer to sell the equipment offered

·         Vendors must be prepared for discounted billing and potentially delayed payments from USAC.  LISD will not be responsible for delayed payments from USAC or other delays not related to the discounted portion of the bill

·         Proposals for Form 470 220019019, identifier LISD YR 25 Campus Structured Cabling, should be submitted no later than March 17, 2022, end of business day.

·         Proposals for Form 470 220021356, identifier LISD YR 25 Campus Switching should be submitted no later than March 17,2022, end of business day.

Form 470 Specific Information and Specifications:

Form 470 Application Number 220019019, identifier LISD YR25 Structured Cabling

Proposals for Form 470 220019019, identifier LISD YR 25 Campus Structured Cabling, should be submitted no later than March 17, 2022, end of business day.

Longview ISD is seeking proposals for the installation of 39 complete and turnkey above-ceiling structured cabling Category 6 network drops to support wireless access points at various LISD campuses.

 

An RFP is posted to the Erate Productivity Center (EPC) website for this Form 470. Please refer to this RFP for details concerning the request for this Form 470. Full cabling specifications can be found here.

 

 

Form 470 Application Number 220021356, identifier LISD YR25 Switching District  

Proposals for Form 470 220021356, identifier LISD YR 25 Campus Switching should be submitted no later than March 17,2022, end of business day.

Switches must be Aruba 6300 series or Aruba 6400 series or equivalent

Switches must be chassis-based switches capable of switching up to 240 ports of Gigabit Ethernet unless marked 1U

All switches must support industry standard (i.e. generic) SFP, SFP+ and QSFP+ interfaces.

All switches must be Layer 3 enabled with all software features enabled

All copper network ports on all switches must support 10/100/1000 Ethernet and support PoE+ (30W)

All chassis switches must have at least 20 Tbps switching capacity across their backplane

All chassis switches must have at least 11 Bpps IPv4 routing throughput

All switches must have all power supply slots populated for full PoE support

All switches must have a minimum lifetime hardware warranty

All switches must support PoE features to provide power to PoE devices even during switch reboots

All switches should include one year of manufacturer software support in addition to hardware warranty

LISD reserves the right to purchase some or none of the switches quoted.  If pricing varies by quantity purchased, please include pricing for quantities of one in your quotes

Pricing should be inclusive of all fees and inside delivery shipping to the Longview Education Support Center location

In an effort to be consistent and allow the district to accurately compare quotes, all quotes must be accompanied by a completed Excel sheet based on the template HERE.

·         Please note that in most cases, only 8 columns must be completed for each item on the quote.

·         The fields that must be completed are Reference Number, Type of Internal Connection, Installation Included, Type of Product, Make, Model, One-time Unit Costs and One-time Quantity.

·         If there are any ineligible costs, those fields must be completed as well. This is only an accompaniment.

FAQs - Frequently Asked Questions:

Question: What is the DIA request?

Answer: DIA is Dedicated Internet Access.  All Internet circuits at Longview ISD are required to hand off the connection with a standard Ethernet connection.

Question: Is LISD willing to consider a proposal for hosted VOIP services to replace your local and long distance service?

Answer: LISD is not currently seeking a replacement for District telephony infrastructure.

Question: Are five and ten year terms acceptable?

Answer: Longview ISD will consider five year contracts.

Question: Will LISD consider a proposal for a private dark fiber WAN or 10 GB to each site?

Answer: LISD will consider a proposal for either option. The district currently runs 10 GB and 1 GB on a dark network, so we already own all of the gear to do so. The hub of the network is at Longview High School, 201 E. Tomlinson Pkwy., Longview, TX. 75605.

Question: Is the school district requesting a dark fiber solution to all the schools? Do we need to provide any of the equipment to light the fiber?

Answer: Yes, we currently use a dark fiber system, so we have all electronics to light it ourselves.

Question: Do you have any technical requirements?

Answer:

* Typical single mode fiber (G.652) capable of running 10GBASE-LR modules

* All entrances to buildings to be underground and concealed

* Dedicated rack space not necessarily available for provider equipment

* OSP to indoor transitions must meet code

  • Conformance to all requirements listed on Form 470s and on this page
  • Cost (including installation costs, transfer fees, one time charges and any other direct or indirect costs)
  • National brand recognition/market share
  • Review of peer references
  • Billing practices
  • Local maintenance availability
